A deck with alot of potential...I'm surprised more people haven't tried this deck type as it has good potential to "lock down" your opponent.  I'll give some quick comments to improve this deck.

Pokemon
I've never liked the Poli-line.  It just seems to me that by the time you get Poliwrath evolved and the Whirlpool attack powered up, you'll probly be halfway defeated.  On the other hand I've ALWAYS liked the Dratini line, no weakness and resistance to Psychic shuts some decks down regardless of weak physical attacks.  The fact that Dragonair and Golduck are Stage 1 evolutions make them easier to use.  To further exploit the Psyduck line I added psychic into the deck.  Use Fossil Gastly as your starter to stall while you build a Hyper Beam on the bench...Mr. Mime can be a good staller as well as a good finisher.

Trainers
The decks main problem was lack of card drawing...hopefully if I continue to write that in my postings you guys will eventually figure this out and start putting Bill and Professor Oak in your decks on your own!  The added card drawing will allow you to draw into your Energy Removal faster to keep your opponent locked down.

3 Fossil Gastly
1 Mr. Mime
4 Dratini
3 Dragonairre
4 Psyduck
3 Golduck

4 Bill
3 Professor Oak
3 Pokemon Traders
4 Energy Removal
3 Super Energy Removal

4 Double Colorless Energy
14 Water
7 Psychic

A final note for playing an Energy Removal Deck, hold the Energy Removal for when it'll hurt them the most.  For example:  If the defending Pokemon is 1 turn away from feinting don't waste energy removal on it unless ABSOLUTLEY necessary.  Also if you have a Hyper Beam working the Energy Removal trainers can keep your opponent from powering up a Pokemon on the bench!

Hope this helps...have fun!
