Fire and water is a decent combination. I have seen it as the basis for many decks in existance today. One of the best things about these two elements, is you can usually find pokemon with good 'effects' as side-bonuses to their normal attacks which no pokemon has a resistance to. Some of the best, include Fossil Magmar, Lapras, and Golduck. In fact, let's try using these pokemon as the central focus of our deck. We'll paralyze/poison/confuse our opponent until we can build up Golduck and then start attacking their energy. This seems like a good strategy to build a deck around.

Pokemon (14 Basic + 3 Evols = 17 Total):
3 Lapras
4 Psyduck
3 Golduck
4 Magmar (Fossil)
3 Charmander

Since Golduck is our cleaner theme after Magmar, Charmander, and Lapras do some early damage, we are going to want to make sure we get plenty of water energy. The extra bonus that Charmander works off colorless, means we can put him up without having to worry about specific energy requirements.

Energy (20 Basic + 4 DCE = 24 Total):
12 Water
8 Fire
4 Double Colorless Energy

Now that we're prepared to care for our pokemon's energy needs, the last thing we need to decide is how to support our theme of status effect followed by energy removal. Currently, there aren't any cards that really help with status effect, so we'll focus on adding trainers to support energy removal and standard disruption. We've got room for (60 - 17 - 24 = 19) 19 trainers, some of which we'll want to fill with card drawing power to get those pokemon and energy we need to win.
