    Hi Adam,
    This is an interesting deck concept. Mixing raindance and stall ideas
together. The fact you've gotten 4th and 5th in those tournments shows the
decks potential.
    A fourth Bill, I think, won't really help all that much. A couple of
Oaks though would help the deck out considerably.
    If your wanting to add the Poliwag evolutions in, here's what I'd
suggest. Loosing Machop & Machoke is a good start. I would also recomend
loosing the Staryu, Seels, Dewgong, 1 Energy Removal, and 3 fighting
energy. That's 11 slots. Now add 3/2/1 of Poliwag, 'whril, and 'wrath, 2
Pokemon Breeders, 1 Oak, and 2 water energy. This should help improve the
speed factor some.
