To answer one of your questions, I really don't think you should add the Poliwrath in at all. You have a decent deck as is (not that it couldn't be improved). I do see some things that I would do to make it go a little bit quicker. All your gonna do is remove 3 cards: 1 Double Colorless Energy, 1 Squritle, and 1 Bill. I replacement of these 3, here's what i would add: 2 Pokemon Traders and 1 Water Energy. You would still have decent card drawing with the remaining Bills and Oaks. The Traders give you the ability to get that Blastoise or what ever pokemon you need at the time. See how these slight changes go.
