For once, Lugia isn't horrible. Unfortunately, there are no
limited
tournaments with promos - not that I know of. Because
limited is often
basics vs basics, the basics that don't evolve tend to be
stronger, and you
can score some knockouts on your opponents' weak basics.

Lugia – PRA Promo
This could easily be the worst Lugia ever printed. 80 HP is
decent, Psy type is ok, Psy weakness is terrible, and the
attack is ridiculously bad. Keep this one in the binder.

Like unlimited, but no double colorless.
Limited: 2/5
Decent here. 80 hp basic is cool, and you have a semi-useful
attack.

Lugia - Pokemon Rocks America Promo
Modified 1/5 - Its only attack is too weak. The other drawbacks
(Retreat Cost and Weakness) are not as significant as its weak
attack.

There isnt much to say about this card except that I
hope to god that you dont play it. It is one of those
cards you look at read the attack and say oh no I will
never play this card. In our format today there are WAY
to many other cards out there for you not to be wasting
your time playing a 2 retreat cost lugia that hits for a
max of 60 with 3 energies and thats on a flip.

You could hide behind it's 80HP while you build
something, but then again, your opponent will build
something in the meantime too. it's attack isnt special
here.
