Spearow's base damage is calculated first: Since it was attacked for 30 damage, it will be doing 30 damage back to Persian. Next, apply Weakness (not applicable), Resistance (not applicable), Trainer cards (defender, etc) and finally "effects resulting from the Defending Pokemon's last attack" (see page 23--step g) So, since Persian has the -10 shield in place this damage will be reduced to 20.
