This question is unclear. 
Here are a few examples:

1) YES, you may choose to discard a DCE with Energy Removal
(it counts as an "ENEGY CARD")

2) NO, you may not place a DCE and a basic energy card
both in one turn. (it counts as an "ENERGY CARD")
