For snorlaxs pokémon power it said that he cannot be asleep confused or
paralyzed but it said this cannot be used if he is asleep confused or
paralyzed. How would he become asleep confused or paralyzed?

Currently I'm not aware of any way to make Snorlax Asleep,
Confused, or Paralyzed.

However, there may be cards in future sets that somehow allow
this to happen, so it is best to specify that Snorlax's Pokemon
Power "shuts off" if this happens...
