Unless you use a SWITCH trainer card, or SCOOP UP or some other card that allows you to remove Bulbasaur from the active position, you must end your turn. At this time Bulbasaur is NOT paralyzed. (and if your opponent doesn't paralyze him AGAIN, he can attack on your NEXT turn.) Paralyze is VERY strong. This is why NO POKEMON have 100% PARALYZE.
