However, since ATTACK is the last thing you do in your turn, you won't have time to Retreat until your next turn. BUT, Yes, you may use that energy on your next turn to Retreat. And Yes, the energy for Retreating must be discarded FROM THE POKEMON THAT IS RETREATING (not from your hand, and not from another Pokemon). >Do you keep damage when opponents retreat? All Pokemon keep all damage, regardless of whether they retreat or not. There are a few cards (like Potion, Super Potion, Pokemon Center, etc.) that allow you to remove damage counters, but these are the only ways to do that...
