YES. the trainer who has a sleeping pokemon gets to flip a coin at the end of EACH TURN (meaning 2 times per "round") to see if it wakes up. (i.e. Sleep kinda sucks.) 2) Levels just help define the card so you know which card you are using. There is no correlation to rarity. A level 12 Pikachu is a different Pikachu than a level 14 Pikachu and so it will have different attacks and hit points and what-not... Just use the Level to help describe the card to someone else. 3) I LOVE THIS IDEA! 60 cards always seems so small to me! My hardest decisions are on what NOT to use in my decks!
