If you use Destiny Bond, YES, you must throw away a Psychic Energy. And then your opponent of course has the option of NOT attacking (you are NOT required to attack every turn). Your friend's Electrode is from the "Base Set". Both Electrode and Pikachu gained NEW versions with the Jungle expansion.
