I asked this SAME question back in January of this year to Wizards of the Coast. Eventually I got in touch with Robert Gutschere (head rules expert for Pokemon at WOTC). He told me: NO. Perhaps they should change the wording on the card slightly, but the fact is you CANNOT use Devo Spray this way. Brian Brokaw
