Hey Pojo,

Me and my cousin were battling and she had a kangaskahn and put on a plus
power. She used fetch and said she gets to pull a card and and hurt me 10. I
dont think so but is this Right???

PlusPower states that if an attack does damage, then PlusPower will deal 10 more damage.  Fetch does not do damage, so PlusPower will do nothing in addition to it.
