I recently played in a tournament where someone attacked my Fossil Haunter
with Chansey's double edge attack.  After his attack, I flipped heads
preventing damage to Haunter.  My opponent then claimed that the attack
didn't work and didn't put 80 damage on Chansey.  I complained to the Judge
and he agreed Chansey got no damage.  I think this was wrong.  Aren't
Pokemon Powers applied after the attack?  The Judge claimed Haunter's power
was just like Fossil Magmar's smokescreen attack.  Therefore, effects are
applied before the attack.  Do you know the official ruling?

Print this out and take it in, because the judge was wrong. If you read the card, it says, "Prevent all effects of attacks, including damage, done to Haunter".  The second part of Chansey's double edge attack states that is does 80 to itself - something totally separate from  Haunter.  Reading the card completely is very helpful.
