  I was wondering if you Devolution Venomoth after he has Shifed,  
  does he turn back to Grass?e.i.  Venomoth vs Vulpix.  Vulpix uses 
  Confuse Ray + Plus Power for 30.
  Venomoth Shifts to Water, the trainer plays devolution to get rid of 
  confution, then Venonat uses lech life.  Does it do 10 of 20?

If Venomoth was confused, then it couldn't use Shift to switch to Water (even
if there is a Water Pokemon in play).
 
However, Shift's effect is just that... an "effect".
If you devolve or evolve a Pokemon, this effect will be removed.
