Nope.
Once Tentacruel is in play, everything about Tentacool is lost.
Since Tentacruel does not have the Cowardice pokemon power, it can't
use it.

Yes.  Defender works on benched Pokemon and Gust of Wind does not
discard cards attached to Pokemon that are moved.
