So if your bonus cards give you a better card to start with, you are allowed to start with it. This COULD allow you to cheat (by saying you had a basic when your opponent mulligans... just so you can draw 2 more cards and possibly get a basic) but you SHOULDN'T, because it's CHEATING ;-) (and it's not a good idea. with only 2 new cards you will be stuck with very few basic Pokemon still, and be in a bad position for later in the game.)
