If you don't have a hand when you use Gambler (or Professor Oak, etc.)
you just don't re-shuffle/discard. You still get to use the trainer card. 

It is not a requirement that you have a hand in order to use these cards.  

But if you _do_ have a hand, you must abide by the rules of the Gambler/Oak card.
