Effectively, you are swapping as many damage counters as you
want each turn.  You have to move the damage 1 counter at a time,
but you can do this multiple times in the same turn.  So, announce
Damage Swap--move 1 counter. Announce Damage Swap again--move 1 counter.
etc. etc.

Of course your opponent probably will not complain if you just move them
all about as you please and let them know that Damage Swap is doing all
of the necessary stuff :-)
