Hey!  Darn cool question!

Yes, Ditto can use Buzzap.
And just like Electrode using this power, immediately afterward Ditto becomes
an ENERGY CARD that you attach to one of your other Pokemon in play.

Since Buzzap is not a "continuous Pokemon Power", (it is an "activated" power)
these cards do not need to keep their Power in order to stay energy cards.
The activation of Buzzap turns them into ENERGY CARDS for the rest of the
time that they stay in play.
