"Poisoned" Aerodactyl does not shut off.
Only Confused/Asleep/Paralyzed shuts off Pokemon Powers.

No, you cannot evolve any Pokemon while Aerodactyl is in play
and it is not Confused/Asleep/Paralyzed.  Evolving Mysterious
Fossil is exactly the same as evolving any other Basic Pokemon.
