You bet.

The discard is part of the Trainer card's COST.
It must be satisfied FIRST, before you are allowed to complete the rest 
of the actions specified on the card.
Since your discarded energy card will be in your discard pile after you
pay the COST, you are allowed to retrieve it back into your hand.

Great question!
It really points out the usefullness of Energy Retrieval in the late game
(when you have additional energy cards in your discard pile).
Trading a trainer card for the EXACT color energy card you need!
