I think that costs only apply to attack so I would appreciate an > answer. Ditto can USE energy on Ditto as if it was ANY color while Ditto is Transformed. But, Ditto doesn't get to change the way that Rain Dance works. And Rain Dance ONLY allows you to play WATER energy. So, while Ditto is Transformed into Blastoise, Ditto is a Water Pokemon and Ditto does have Rain Dance. However, you MUST use Water energy from your hand with Rain Dance. Brian Brokaw
