Pokemon Breeder allows you to "skip" a stage of evolution.
If you have Squirtle on your bench, and a Blastoise and Pokemon Breeder
card in your hand, you can evolve to Blastoise right away.  By playing the
Pokemon Breeder card, you are allowed to skip the Wartortle stage and
go directly from Squirtle to Blastoise.

However, Pokemon Breeder does NOT allow you to violate the
"wait one full turn between evolutions" rule.  If you JUST played Squirtle,
you need to wait a full turn before you are allowed to Breeder it to
Blastoise (just like you would have to wait a full turn to evolve Squirtle
into Wartortle.)
