Every time you use "Rain Dance" you are allowed to attach one (1) water energy to one (1) of your water pokemon. However, since the game rules allow you to use Pokemon Powers as many times per turn as you like, you can repeat this process over and over again. It is important that they worded the card this way. In the future, there may be a card printed that limits all other cards to use their Pokemon Powers only once per turn. If Blastoise was originally worded to say "attach as many water energy to your water pokemon as you like", this new card would be useless. This is just one example.
