i was playing and I had Venusaur active and my opponent has Ditto out and a Magmar on the bench, he uses energy trans to change a fire energy on magmar to ditto, is the legal. I dont think so as Venusaur's power states that u can only Grass Energy, it got out of hand so i decided to ask u.

This is not legal. But, if the fire energy were on the Ditto, it WOULD be legal, as Ditto could make that grass energy long enough to trans it over to Magmar.
