You are correct. "Promo" cards come in 2 different varieties. Some of them are merely reprinted "normal" cards with special insignias or stamps. Examples of these are "E3 Pikachu", "W Pikachu", and "W Kabuto". These cards offer no new game play functionality. They are just a collectible. However, some promo cards are brand new to the game (and to collectors). WOTC decided to make a new "set" for these unique cards. It has its own "expansion symbol" (the "promo" star symbol bottom right of the artwork) and they have their own "card numbers" (this is the number you correctly identified on your cards). Since there is no fixed set size, there is only one number shown: the sequence in which the card was designed. Wizards of the Coast has identified the following cards in this set so far: 1) Lv16 Pikachu (given out at the Pokemon TCG League) 2) Lv20 Electabuzz (The first movie) 3) Lv60 Mewtwo (The first movie) 4) Lv13 Pikachu (The first movie) 5) Lv43 Dragonite (The first movie) 6) Lv?
