I don't know the official distribution, but here is my experience:

I bought 20 Team Rocket boosters and did not get "Here Comes the Rockets!"
(I had to trade for one).

I bought 80 packs of Gym Exp #2 and received 1 Super-Uncommon Chansey
and NO Super-Rare Imakuni?'s Doduo.
(I had to trade a 1st Ed. Charizard + Promo Mariru + Gym #2 Charizard for one.)
