"Evil" cards are Pokemon evolution cards from the Japanese
"Team Rocket" expansion set.  I'm not exactly sure of the history
behind why these cards are called this, but the Team Rocket
expansion is the only place to find these cards.

BTW, "Evil" is the wrong term.  It was incorrectly translated
by many sources as "Evil" when in fact it should read "Bad".
