Nope.
The information I have about "Bad" Charizard is that it says:
"must be placed on "Bad" Charmeleon card".

However, "Bad" Charmeleon states:
"must be placed on Charmander card".

All of the Team Rocket 1st Stage Evolutions can be played on 
any normal Basic Pokemon (of the correct species), but all of the
2nd stage Evolutions must be played on the corresponding
"Bad" 1st Stage Evolutions.

BTW, the correct translation for Team Rocket evolutions is "Bad".
Not Evil.
