If you control no Special Summoned monsters: Tribute 1 face-up Level 4 Normal Summoned/Set monster; draw 2 cards. You can only activate 1 "Soul Transition" per turn. You cannot Special Summon monsters the turn you activate this card.

It's 2 for 2 card like Icarus Attack, but it could be a +1 if the monster you're tributing is a floater or you're using this trap card during a chain.

 

The Special Summoning restrictions will hurt some decks more than others, but it's all in all a splashable card.

 

The downside is that you're gaining hand advantage, but losing field advantage.  So, all in all, I'll rate this card probably the same way I would've rated Jar of Greed in the Labyrinth of Nightmare years.

Soul Transition is a nice Trap card, and better than may look at an initial glance.  This is honestly one of the most balanced Draw cards I've ever seen in Yugioh, it has a requirement and a cost, but not so much it should deter you form using it, and the reward is good, but not SO good to make this card broken.  If you control no Special Summoned Monsters, by Tributing a Normal Summoned or Set Level 4 Monster, you can Draw two cards.  That makes this card a break even (this card itself and the Monster), to Draw two cards.  You aren't allowed to Special Summon during the turn you use this card, and I'm sure ala Reckless Greed back in the day, you could use three in a turn, Draw SIX cards, how about that?  But even just for the one, it's a handy card
