When this card is Normal Summoned, you can Special Summon 1 Level 3 Fiend-Type monster from your hand or Deck. Its effects are negated, and it cannot be used as a Synchro Material Monster.

Tour Guide from the Underworld

I'm sure you all saw people going after the Tour Guide this weekend--and not just because she's the new Dark Magician Girl. She instantly pulls out a monster from your deck, an instant +1 to you Advantage-ers. She isn't so great now, but once we have access to Exceeds, this will be an instant Level 3 Exceed from anywhere!

And she can even summon Sangan.

Tour Guide from the Underworld
 
One of the newest cards to join the Yugioh card pool, Tour Guide from the Underworld offers the fan base a peek into the future of Yugioh sets: Exceed Summons. Its effect has a limitation built-in that prevents it from being used as a Synchro Material monster, which is a dead give-away what Konami was thinking when they made the card. This restriction should only be a factor for the immediate future, however, as Exceeds that gain more support and have more varied summoning requirements are released, Tour Guide’s versatility should also see a dramatic rise.
 
It has very little bearing on the Traditional format, at least any that I can see. It does not really help any FTK/OTK designs already present, so its utility in Traditional should be the lowest possible.
 
In the Advanced format is where the card should shine, “should” being the keyword here since we barely have an idea of what Exceed monsters will be released. It is a 1-card play into any Rank 3 Exceed, and given any present field support (such as monsters already present or additionally summoned), could easily make an Exceed with a heavier requirement (three Level 3 monsters, for example).  It requires no previous conditions to be met in order to be summoned, a plus, with the only caveat that a level 3 Fiend type monster exist in the deck. This is the stickiest point when it comes to this card, no pun intended. It would almost definitely need to have a deck built around it, but in return, could offer amazing synergy towards Exceed Summons that very few monsters can presently match; a worthwhile investment I would say.
