Uhh! I don't like this card.
First of all, if you have a good amount of powerful
enough strikes in your deck, you'll rarely get to
the red zone, meaning that Deploy: Red isn't very
useful.
He'd be okay in Green or Yellow zones, but Red?
Ugh... You could take into account that him in Red
could powerup your strike and send it back more
powerful, but then your opponent has 3 zones too.
