I don't know if you're a moveset expert, but if you are I
need some help.
First off, I trying out a Latias with a Lax nature (+ DEF, -
SP. DEF). Yeah, I know it hurts SP. DEF, which sucks, but
like I said, I'm just trying her out. She's currently LV. 41
with maxed out effort values in both DEF and SP. DEF with
the following Movest and Stats:
Moveset:
Dragon Claw
Reflect
Double Team
Wish (Soon to be replaced with Recover when learned)
Her stats fit pretty good and so does her attack set. As a
LV. 28 (Yes, I used cheats to get her) she managed to defeat
a LV. 48 Arbok and Raticate with the above moveset. I'm
satisfied with everything except one thing. Steel types will
own this Latias because Dragon Claw is ineffective against
them. I want an attack that can take advantage of her SP.
ATK stat, but also dish out enough power against ANY pokemon.
So my question to you is, what would be a good attack to
have in place of Dragon Claw that would take advantage of
her SP. ATK and would also be useful to an extent against
any pokemon? If there isn't an attack that would, is Dragon
Claw the best I can work with?

If you're going to cheat for Latias, do it correctly; cheat
for 31 IVs in all stats and give it a nice, Modest nature.
If in standard play, Dragon Claw is your best bet; a handy
dandy Magneton can blast Skarmory and Forretress out of the
sky (assuming Forretress doesn't Earthquake Magneton), and a
bulky water such as Suicune and Milotic takes out Steelix
and Metagross. If in ubers, just ditch Dragon Claw and use
Thunderbolt and Ice Beam for neutral damage on at least
every Pokemon and super-effective damage on other ubers like
Kyogre and Groudon.
Although Latias is more tankish than Latios, you're better
off using it as an attacker with a Calm Mind set.
Don't use Double Team, it's way too luck-based and just
ruins the game.
In summary, I would change Latias's moveset to the
following:
Latias (F) @ Soul Dew
Trait: Levitate
EVs: 16 HP / 176 Spd / 252 SAtk / 64 SDef
Modest Nature (+SAtk, -Atk)
- Calm Mind
- Dragon Claw
- Substitute/Light Screen (if you need the protection)
- Recover
