This crew is a straight-up sac captain. France's
other such crew, Capitaine Arathiel, costs one point
less, but takes up a cargo space on the Shui Xian.
So choose -- do you want to save a point or save a
cargo space?
Interestingly, the original Shap'ng Tsai had the
same abilities as the current one's rival, Eileen
Brigid O'Brien -- a SAT and a bonus against the
English. That original Shap was probably the best
one. If this version cost the 5 points that he ought
to cost, I'd have only good things to say about him.
But he doesn't.
