Most people wonder how this guy managed to become a rare. I do too. It's ability can be helpful, true, but the stat boost is weak for the strength or agility arenas. This guy's Fire cousin, the Red Clockwork Grundo, is only a tad better with a boost of 3 in Magic.

Don't get me wrong, this guy can be helpful. You can change a contest from losing by one to winning by one, but it's a one-shot deal. There have been plenty of times where I've lost a contest by one point and would have happily sacrificed an equip to win the contest instead, but far more often I'd rather take the loss and use the equip to help the rest of the game. The more subtle boost this guy gives is the psych-out factor. Your opponent will have to consider that you could get an addition +2 at any time, so they might waste some taps and equips on a rival.

Ratings:
If used well, this card can be annoying. But I'm generally happy to see an opponent use it as it makes it that much less likely they'll have other more painful cards. I'd rank this guy at 2.2 of 5.
 
Paul Hagan This card is neat. You get a couple of decent stat bonuses in the Strength and Agility Departments, as well as giving yourself a win whenever you want, barring a horrible roll...the fact that you can activate it *AFTER* you roll makes this card 10X better than it would be otherwise. On top of all that, it banks for two, which is about all you can ask for from decent equipment. However, it does require you to have a Water Neopet to drop it, so I have to give it some negative pointage. All total, I'll say:
