Yes, we finally have the Fourth Hokage under his real name!

Today's card is a Jonin version of the Yondaime. His effect allows you to, during the Exchange of Jutsu, to pay one Chakra (any color) to give one Damage to an opposing Ninja. When that's done, you move Minato back as a Stand-by Ninja. This effect can be useful in a pinch. Not only does it work to damage a Ninja, but it can also help you protect Minato. If he's targeted by a Jutsu that says "Ninja battling against the User", Minato can avoid that Jutsu. This is one card that truly deserves the Super Rare spot.

the 4th hokage, rarely seen in the show and even more rarely seen is impact from him on the format, from the curse of the sands healer to todays yellow flash, this blond really hasnt had too much fun. But all that means is that the fourth is one great card away from becoming a must-have in lightning decks.....
 
the yellow flash is a turn 5 lightning ninja with an effect that activates during the echange of jutsu. for one of any chakra and his spot in the team, he can give one damage to any opposing ninja. The fourth has 5/3 6/4 stats, not great but he has the team placement versitility that other turn 5's of the element dont have. both oil and mental 2 are nice as well.
 
lightning-turn 5 currently has kakashi and might guy as their go-too ninja, and i doubt that will change. While the fourth has some intresting strategic value (sending as head ninja or alone to attack, only to damage an opponents ninja and hide in the village) but a reasonably good player will find too many ways to play around him for it to matter. If yellow flash has the ability to team jump like savior, this card might be a lot better.
Competitivly, this card is another super you'd rather not pull.
 
The yellow flash will be a competitor for the best fourth variant post-rotation, so make sure to squirl away a few copies if you plan on sticking around after nationals.....
