based on a 1 to 5 scale.
1 being the worst.

Kakashi Hatake & The Fourth Hokage
This is one awesome squad. Not only does it have two
of my favorite Naruto Universe Ninjas, but it also
has a great effect. During the Exchange of Jutsu you
can pay any three Chakras. When that happens you can
negate a Jutsu being played. But, wait... there's
more! When that happens neither player can play
cards or activate effects. That means that the
Exchange has been sealed (hence the effect name).
So, if your opponent activates a Jutsu, you counter
with this, and when the effect is in the Chain, then
it could just be your game at that moment. Remember
though that the effect sealing applies to you too.
The effect is not valid, but they do have some nice
stats (4 Mental and Sharingan Eye included). This
card wouldn't be good in Limited, but it's perfect
in Block. Try it and see!
