Fun fact: when I first saw this card, I misread "search libraries" as "shuffle libraries," and started worrying about how it would affect Oblation and Soldier of Fortune. Having read the card more carefully now, I realize the answer to that question is "not really at all," but I now expect it to have a high impact on gameplay. As long as people play with fetchlands and Primeval Titan, or rely on Mystical Teachings or Diabolic Tutor to give them answers on demand, this card will be an option to fight back. It's another of those effects that you wonder how it took so long to make, and one of those effects you can easily turn to your advantage.

Today's card of the day is Leonin Arbiter which is a two mana 2/2 that can really ruin the day of decks that rely on searching their library, particularly Valakut land based designs.  For what is pretty much a Grizzly Bear or Silvercoat Lion with an effect that hurts your opponent, if your deck is built with it in mind, this is a great control card. 
The low cost allows this to easily fit into the mana curve and fulfill a damage dealing function in addition to slowing down an opponent's strategy, so overall a solid investment.  At worst a sidedeck card to use against aggressive deck searching, but a very nice addition to White or Blue/White decks in general.
 
For Limited there isn't much to search in your library, but a two mana
2/2 is quite solid and worth drafting for that alone.  One White and one colorless is reasonable and this is a decent card to have in your deck. 
Play it in Sealed if it fits your colors and draft it in Booster once the packs start to thin out a bit and it should serve you well.
