Repeal

My man Neil Reeves says this is the best blue common in Guildpact for limited play. Neil's recommendation would generally be all I would need to know about a card, but since I have played with Repeal A LOT in various limited formats, I can say from personal experience that this card is very, very good. More than a regular bounce spell, Repeal can help you by giving you another card. Best of all, Repeal can bounce ANY permanent except land.
This card makes the cut in all draft or sealed decks, even if blue is only being used as a splash. I don't know if Repeal will be big in constructed, but I rather doubt it. In constructed, Boomerang is still the king of all-purpose bounce, and Repeal isn't likely to unseat it.

Repeal

My problem with Repeal isn't the card itself. It's just that it does what other card do, but less efficiently. you get to bounce ONE card. You have to spend the exact amount of mana equal to that targets casting cost plus one. But, the good news is, you can always draw a card. Why not just play Boomerang and be done with it?

Eh, it's a bit expensive, as the things you will often repeal will be more expensive stuff. Not for constructed, and only filler for limited play. You won't see this in casual, either.

Usually the point of a bounce spell is to make your opponent waste mana to cast the same spell twice, or to use in case you didn't have a counterspell last time. Repeal works counterintuitively, as you have to spend more mana than your opponent did. But you do get another card. Essentially it works similarly to Remand, in that you're really just stalling for time and trying to draw a better answer. In Limited, there aren't really many better answers. In Casual or Constructed, there are, and they should be in your deck instead of this.

Well repeal is okay at best in casual play. I can see it being good in a G/U (with alot of mana accel) deck but other then that this card is a dud in most formats. There is no real card advantage besides an offhand cycle type of effect if you are looking to draw. Not realy a fan i would say tend to stay away if you have better to use (like vrs a WW deck or an affinity, things along those lines.)
