This is Giant Fan on low speed. Forget constructed. Forget limited.

BUT... this is a super cool casual card waiting to be broken. You'll probably need Galvanic Key to untap and reuse it so it won't be so slow. Then Serum Tank to give you lots of counters... now find something crazy to move them to. I'll let you guys think of stuff.  =)

Judge Bill

Giant Fan, in a tournament legal form. You can move around any number of counters wherever you need them. This is a boon for a combo deck, but moving around counters is generally too slow and dependent that it shouldn't be used in other decks.
 
In limited, there's not enough counters in Mirrodin, unless you happen to also get yesterday's card. Still, I wouldn't play it even then.

Giant fan.  wee.  Not overly impressed by this,  but maybe someone'll build
an entertaining spike weaver deck with it.

    This card just doesn't have a home. Its hard to play in limited at all, and I doubt it will see all that much play in constructed. We'll have too see what turns up in later sets, or constructed wise. Just don't bet on it right now.

"OH...my...god.." - Me when I first saw this card.
 
I love this card.  The ptential to break is so high!  When I fist saw it, I turned ot my friend and said, "Imagine this with Decree of Silence".  I tried makign the deck,a dn it worked really well, except I never once got the power conduit/silence combo going!  In fact, the success of that deck I will chalk up to Friday's card.  But the combos witht his are still very fun soudning.
 
Power Conduit, Quicksilver fountain, Choke/boil.  My friend came up with this one. Remove all the tokens from your lands to any artifact you control (can be power conduit itself, although I like Sun Droplet myself) and let your opponent Islan up.  When you have a lot of his/her lands islands, boil away.  Or, you can play choke and prevent them from untapping.  No-one I know has made this deck yet, so I don't know how it would work, but if you pulled it off, it would be pretty cool.
 
Constructed, lots of potential.  Sit down and thinkabout how many cards create counters, and then think of how you can abuse that. 
 
Limited, much less useful.  You could use it with a few cards, but no brokenness would happen.
