It's kind of like a one time Slate of Ancestry. Because it's not ridiculously costed, it could be a playable card for Blue, which is always known for Card Draw anyhow. In limited, it's a nice late add to your deck if you need some space filler. While I can think of better cards to add to a limited deck, I can also think of worse.

A niche card in constructed. You can use it in some U/G threshold variants, and in other decks that filter through your deck quickly. Not the best card in the deck, but it can serve a purpose.
 
In limited, it can help throw away the excess lands and get you to your good stuff. Again, not a high pick, as it comes late (online at least). But it could be a 23rd card in if absolutely necessary.

Tolarian Winds is a superb card for the right deck. It has the potential of moving through a deck rapidly. Perfect for reanimation decks and Threshold/Madness decks. Not so good if your hand plays out quickly though.

Constructed - For the right decks this card is amazing - 3.15

Limited - Decks need to be built around this card so not so good - 1.85

PEZ - The decks that need it find this card can really get them going - 3.15
