God I love this card.  I want to make a deck out of this thing so bad I can taste it.  As a matter of fact, maybe I will.  This card is just plain fun, and at the same time, devastating.  I think there will be a great deck using this card.  Remember, you can just blow through your library.  Some nice.

In limited, it's too much card advantage.  You win.

Thumbing through your card stock, at first glance, you barely notice this card. But... then you think about it. Wow. Wait, did I say Wow? I meant, WOW! Yes, WOW! C'mon...really THINK about it..! You just basically added an extra card to your hand! Use, that top card, and you add another. It's a land on top? Ah, put it into play, and then you have another! This card is so much more than meets the eye (pun intended), and card advantage WINS GAMES, plain and simple.
 
In Limited, the triple blue can make it difficult to include in your deck unless you are going heavy blue to begin with. But if you do, it's just relentless, especially considering enchantment removal being sparse in this environment. It can get you to that crucial card you need more quickly.

In general, any card that lets you draw more than one card a turn on a regular basis is really strong. While you don't actually "draw" the cards for Future Sight, you do get to play them as if they were in your hand. So if a land is on top, you can play it, and it is a virtual card "drawn." If you play a spell from the top of your library, it's a card "drawn." So you get to play cards, and not have you hand size go down. This hasn't been broken yet, and due to the UUU in the casting cost, it might not ever be, but it's still a really strong card.
 
In limited, it's also strong, but it's blue. And the UUU in the casting cost requires you to play a lot of blue. So it's weaker than it could be.

     Hmm. Sure, it's not bad, but why not just DRAW the card? Instead of
basing a deck around using the top card of your deck, why not just DRAW it?
Instead of playing four of these, try playing four of a card that can weed
you through the deck. =\
