If Wizards catch on, I don't see why this guy would not.  Being able to dig is nice - it's all about quality and well as quantity of draws.  He's only good if Wizards decks show up.  In limited, why not - if you have 3+ Wizards and are going blue, I'd play it.

Personally, I LIKE this card. While it doesn't put cards into your hand, in the right Wizard deck, it sure seems like it would be fun. The more Wizards you have, the deeper you get to dig, and the more you get to plan. It's low cost makes it worth the space, imho.
 
In Limited, if you have managed to accumulate enough decent Wizards to play, this thing can be vicious. Since Onslaught made Wizards gain abilites in numbers, some smart drafting or lucky pack openings would make this a great addition to a limited Wizard deck.

  I'm going to make this brief. I have never used cards
that let me look at the top few cards of my library
and rearrange them. I finformation dealer actually
allowed you to_draw_a cardthen it might be good. I'll
give this a 2 in constructed.

Terrible in limited. Even if you do get enough wizards
to make it worthwile the effect isn't that powerful. A
1.5 in limited.

     Basically a creature Brainstorm, only lacking in card advantage. Is the
ability useful? Yeah, but not necessary. Why not play Merfolk Looter? It's
the same cost; and non-dependant on other Wizards; AND better
card-advantage. Not to mention Wizards aren't exactly a creature type to
base a deck around. Not bad in limited, though. Controlling what you draw is
important.

       Not even a constructed card, unless wizard become much much more viable.
However in draft...
       This guy is real good if you have alot of misform+wizards and good big creatures to back up the weak wizards. Improving your draw everygame can win you the game. Today in draft my opponent was able to get 7 cards deep and re-arrange in a creature standstill which made all the difference in the world. But hes good ONLY then. Since hes pretty situational being a blue weenie isn't going anywhere. Hes basically a situational ability that can be very good in the particular situation.
