Though not a staple in constructed environments, it can certainly have it's uses in drafts and sealed decks. I wouldn't build a deck around it, but a 1/1 Flyer that can rearrange the top cards of your library for a decent cost in limited is worth playing if you are already Blue, especially if you are working on flying for your deck.

Sage Owl, currently in the 7th Edition main set, is a nice creature in limited and definitely has its uses. It's a 1/1 Blue Flyer for 1U, and as a bonus, you get to rearrange the top 4 cards of your library to make your draws more advantageous. In constructed, it really doesn't see much play, but I'd consider it a 3rd to 4th pick in a draft if you are going blue, or if you're pushing flyers.

Judge Bill

  Not a very good card. About the only thing this has going for it is the fact
that it's a bird. And that doesn't even help much anymore, considering the
fact that Stormscape Familiar, the reason to play blue in your bird decks,
rotated out last month. Of course, if you're playing what I like to call
"Type Kitchen Table," this doesn't matter to you one bit.

In limited, it flies, and it sets up your next 4 draws. Not much more to say
about it.

     This isn't a constructed card at all.

In limited however this is a great 1/1 flyer. Organizing your top cards can save you from making you think your mana flooded, or vise versa. Also it lets you take key cards and bring them to the top technically getting you turns ahead draw wise.
It basically improves your draws and flies for 1. Not a bad pick if your playing blue.

In sealed... well there is no 7th sealed. But in sealed if there was one, if your playing blue you'll be playing this guy. Drawing more creatures, and key spells is really good.
A 1/1 flyer isn't bad either.

This card is cute. There have been several variations of this card through the years. The one thing that they have in common is that they all sit in players' useless card boxes. Truthfully, it's not completely useful, but there are better cards these days to achieve what you need it to do.

In limited, it helps that is is a flier, but it is a bit small. It can help you more here though with setting up your next couple of plays.
