STRENGTHS:
Stealthed Perplex alone almost makes this latest Robin worth fielding, but it's his SP "Tear Gas Grenade" that puts him near top tier. It grants him Smoke Cloud, then free-action, hindering terrain-ignoring Incapacitate on a target in the Smoke Cloud he placed. (Note that he has to be able to make a ranged attack unless the target is close.)He can attack a Stealthed foe this way, and with a 10 AV to start, he may well land the Incap.

His 2nd SP "Batline" on his 2nd-4th clicks grant him Charge, Leap/Climb and the ability to ignore elevated terrain during a Charge. So you could push him to Tear Gas an opponent, maintain near-identical stats on click 2, and be able to jump on or off a building to attack a nearby foe and force them to contend with his Combat Reflexes. If fact, his full dial of both CR and some form of Leap/Climb make him an excellent tieup piece even into his late-dial life.

WEAKNESSES:
As good as his Tear Gas is, it's no help against Willpower or Indomitable pieces. His Charge speed off hindering terrain will rarely be greater than 2. And speaking of 2, a dial full of that damage number isn't so hot, even with half a dial of Perplex.

CARDS TO CONSIDER:
FLASHBANG is a good, cheap way to help him toss his Tear Gas onto a target of opportunity. STUNNING BLOW can wring a lot of extra power from Tear Gas Grenade. POUNCE works all dial long, though you'd be pushing him off his best clicks if used too early. LUNGE is probably a better choice to extend his Charge range a bit. If you have it, use the KINETIC ACCELERATOR as well. In Unrestricted games (which, given recent developments, may be all we ever play any more), ARMOR PIERCING is helpful. Also try DAMAGE SHIELD, another feat that works all his life and is synergetic with the Batman Ally TA. Finally, VAULT and HEIGHTENED REFLEXES both work well for him.

IN SUM:
Even without his Tear Gas Grenade power, he's pretty good. With it, he's just a point short of great. 4 of 5.
