Hey, Cool deck. I like Malfoy decks because they are incredibly annoying to your opponent ;p They can even prevent game winning cards from being played, and that helps a lot. Well, let's get too it:
Let's look at your choice of Characters. Malfoy is a good choice, but if you those lessons to be played faster, I recommend Hermione. Since you won't have a lot of actions to spare with Malfoy and all, Hermione really helps you get everything out of that action. Flitwick is also good since you don't need any charms lessons, but if you want Malfoy, go for it. So...

+2 Hermione Granger

Now, let's see your spells. You have to many 1-card picks in there. That's not good. You want a more consistent deck that'll give what you need when you need it. And...

+1 Mysterious Egg
+2 Hagrid and the Stranger
+1 Stupefy
-1 Confundus
-1 Magical Mishap
-1 Baubillious
-1 Illegibilus
-1 Wingardium Leviosa
-1 Fluffy Falls Asleep
-2 Accio
-1 Out of the Woods

There. That'll have more consistency in your deck, and keep them coming.
The creatures are next. Hmmm, again, you to many 1-card picks here. Try...

+1 Vicious Wolf
+2 Guard Dog
+1 Kelpie
+1 Norbert
+1 Ms. Norris
-2 Baby Dragon
-3 Surly Hound
-1 Curious Raven

You'll now have a stronger offense, but still keeping nice defensive creatures like Kelpie and Ms. Norris to give you the advantage.

Let see your Items. Well, you don't have any! You know, Dragon Heart String Wand would do wonders for this deck. You'll charge up way quicker with it. So...

+3 Dragon Heart String Wand

Now, for the Adventures. You only have 1 Diagon Alley there. 4 Privet Drive is better, and can help a lot.

+2 4 Privet Drive
-1 Diagon Alley

Now, a little tweak with your lessons...

+1 Care of Magical Creatures
-2 Charms

Well, that should do it. Here's the finished deck:
