I have a question concerning the Black Mischevious Drill, Black Buu Saga 
Mastery, and Dabura lvl 2.

Black Mischevious Drill - This will sound extremely stupid, but I have some 
stuff to back-up my claim.  Does this drill act as a mini-CiT?  I'm thinking it 
does, because of the very last line of the card (excludinbg the Limit 1 per 
deck.).  "....Your opponent may not use that Non-Combat card."  Any help on 
this will help.

Black Buu Saga Mastery - I was reading this card and I noticed this.  The 
card does not say in place of an attack.  Was this changed...or has this even 
been noticed?  Well, my question is can I use it before I  perform an attack?  If 
so, that's kind of cheap.

Dabura lvl 2, Babidi Saga - Does his power cary over if you level?  It says 
"..for the remainder of combat."

1. Black Mischevious Drill has that card text because of cards like Senzu Effect 
that say "Use when needed." Some smart alecks out there will say... I put out Senzu 
Effect, you Mischevious Drill, and I'll use it as a fast effect (Magic TG term). 
Score did this to prevent confusion. So no, it is not a City in Turmoil.

2. It says "During your Attackers Attacks phase." This is the same as in place 
of an attack.

3. Yes it does.
