Some smart alecks out there will say... I put out Senzu Effect, you Mischevious Drill, and I'll use it as a fast effect (Magic TG term). Score did this to prevent confusion. So no, it is not a City in Turmoil. 2. It says "During your Attackers Attacks phase." This is the same as in place of an attack. 3. Yes it does.
