why not use gengars instead of hypno? they have dark mind also, and have one
of the best pokemon powers around. anyways i've done decks like this before,
so here's what they ended up like.

2 Zapdos (Fossil)
4 Pikachu (Jungle)
2 Raichu (Fossil)
4 Gastly (Fossil)
2 Haunter (Fossil)
2 Gengar
2 Jynx

3 gust of wind
3 Pokemon Trader
4 Energy Removal
3 Switch
4 Bill

10 Psychic Energy
15 Lightning Energy

now here's a mono-electric version

4 pickachu (movie promo)
3 raichu (2 fossil, 1 basic)

4 electabuzz (an electric deck without this guy? never!)

3 zapdos (fossil)

3 scyther (this and zapdos counteract pickachus and electabuzz fighting
weakness, also he's a great pokemon for most any deck)

trainers (16)

4 bill
2 pokemon trader
3 gust of wind
2 scoop up
3 energy removal
2 super energy removal

energy (25)

22 electric energy
3 double colorless

there was another deck with electrodes, but i forgot where i put it.

heres my current version of the deck:

pokemon (21)
4 voltorb
3 electrode (base set)

3 zapdos(fossil)

4 gastly(fossil)
3 haunter(fossil)
2 gengar(fossil)

2 mr mime

trainers (17)

4 bill
2 oak
3 pokemon trader
3 gust of wind
3 energy search
2 scoop up (don't worry you wont be attacking too much with gengars line to
worry about him being stranded up front, haunter does make a nice stall
though, and has no retreat to boot. these are used for mimes and zapdos)

energy (22)
11 psychic
11 electric

experiment a little with the energy, and find out what the right amount is.
that is just a guess.

anyways, pick the one you like. any of the versions should do fine.

p.s. you forgot to put in the mimes and jynx on your decklist.

>Dear Kind Sir,
>     I have this idea (you probably have had people e-mail this type of
>strategy to you) for a Psy/Electric deck.  It revolves around the Bench
>hitters (Base Pika, Fossil Raichu, Fossil Zapdos, and Hypno) and people
>with
>meditate(Jynx and Mr.Mime).  First you send out the bench whoppers to make
>their bench damaged.  When you kill the active Pokemon, you retreat the
>bench
>whoppers next turn and send out jynx and mime.  Since the guy's that they
>send out will be hurt from being on the bench, Jynx's and mime's meditate
>will to a ton of damage.  This is the basic strategy and here is the deck.
>I
>need to reduce the # of pokemon I think, and balance the energy.
>Oh, and the expenses are limitless, i will use all my money to complete
>this
>deck if it sounds good.

>Electric Pokemon:14
>4 Pikachus (1 Jungle, 3 Base)
>3 Raicus (All Fossil)
>3 Zapdos (All Fossil)
>4 Electabuzz (base)  (Not involved in strategy, but just to get me going in
>begining)
>Psy Pokemon:9
>3 Drowzees
>2 Hypnos
>Energy:26
>16 Electric
>10 Psy
>Trainers:11
>I don't know what trainers to pop in
